Marcelina is a 300-acre, $1.5 billion mixed-use development planned near the rapidly growing Clarksville, Tennessee market. The project represents one of the most significant commercial and residential investments in the region’s history.

Client

Imperium served as strategic counsel and media advisor to Moore Construction throughout the full entitlement and public approval process. Our team supported political navigation, community engagement, and public-facing messaging across multiple stakeholder groups.

Challenge

The project faced a complex political environment, zoning uncertainty, and organized community resistance that threatened to stall or derail approvals. The developers needed to secure regulatory support while building trust with local leaders and residents.

Results

Imperium built a coalition-driven strategy that generated the public support necessary to win zoning and entitlement approvals from planners and the county commission. The work culminated in securing a $285 million tax increment financing (TIF) agreement—the largest in Tennessee history—along with $68 million in state road funding approved during the 2025 General Assembly, positioning Marcelina for successful long-term execution.
